TELKOM is no dominant user of BWA Frequency Spectrum

 
Jakarta, May 10th 2007 – Responding to mass media reports concerning government plan to rearrange the usage of broadband wireless access (BWA), PT. Telekomunikasi Indonesia Tbk. (Telkom) herewith need to make a clearance the issue. In fact Telkom is not the dominant user of 3.3 GHz BWA frequency. Today BWA frequency spectrums by Telkom only 15 MHz which total cover a small part of national region.

Telkom Vice President Public and Marketing Communication Eddy Kurnia said in Jakarta recently (10/5), if we compare to one of nation group operator which has national coverage and having licensed to use 30 MHz, Telkom position clearly not a dominant user. Eddy said, the group operator through subsidiary companies to occupy 3.3 spectrum frequencies, which covered Java Island and almost all of national area.

However, Telkom in the other side absolutely did not have a frequency band of BWA, especially in Jakarta, Central Java and East Java province zone, which need to use for business and to solve redundancy access (for instance, to prepare for overcoming flood disaster).

Perception about Telkom as dominant user is incorrect. “We have to make it clear,” said Eddy. “Telkom is very uncomfortable about that issue.” Telkom expect that in the future there are BWA regulations which it’s considered about equal playing field for all operators. Without taking equal playing field into consideration BWA frequency spectrum will be occupied by a group of companies and at the end, competition climate among operators become unfair.

According to mass media reports, government, in this case Directorate General of Postage and Telecommunications, plan to allocate 3.5 GHz frequency band (3400-3700) for use by satellite (extended C-Band), its means BWA existing provider which settle in 3.5 GHz should migrate to 3.3 GHZ.
